The purpose of the ADL Mobile Learning (mLearning) Guide is to provide a universal resource on all topics pertinent to mobile learning. This resource is intended to provide you with an introduction and will explore the following topics about mobile learning: the basics, planning, learning content, development options, and design considerations. The Advanced Distributed Learning (ADL) Initiative's Mobile Learning Team developed this app. ADL is sponsored by the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD P&R). AIDS.gov works to increase HIV testing and care among people most at-risk for, or living with, HIV, by using emerging communication strategies to provide access to Federal HIV information, policies (e.g. the National HIV/AIDS Strategy), programs, and resources.

AIDSinfo is collectively sponsored by the National Institutes of Health (NIH), Centers for Medicare and Medicaid Services (CMS), Health Resources and Services Administration (HRSA), and the Centers for Disease Control and Prevention (CDC).

Find fueling stations for your alternative fuel vehicle on-the-go with the U.S. Department of Energy’s Alternative Fueling Station Locator. The locator works on any mobile Internet-ready device and allows drivers to find the five closest biodiesel, electricity, E85 (etha­nol), hydrogen, natural gas, and propane fueling sites. It uses familiar, easy-to-navigate Google technology to map fueling stations, list contact information and business hours, and provide detailed driving directions and an instant phone connection.

National Shelter System The application uses data about open shelters from the American Red Cross National Shelter System (NSS). The NSS contains information about 60,000 potential disaster facilities and is used to track and report on shelter information during disasters. The NSS enables emergency managers and disaster relief workers to identify relevant information for all shelters in use and to develop effective response strategies before disasters strike. NSS information is available to assist FEMA, state and local emergency management officials, non-profit, charitable, and faith-based organizations manage and deploy effective mass care services. Regularly Updated Shelter information is updated from the NSS every 30 minutes. Current populations are typically updated every noon and midnight when shelters are open and providing assistance. This application was contributed to the American Red Cross by VisionLink® in Boulder, CO, providing enterprise software (CommunityOS™) for multi-agency client and case management, community resource management and referral, and disaster relief solutions.

Answers.ED.gov is now mobile! Answers.ED.gov serves as the central entry point for U.S. Department of Education customers, encouraging public understanding and support for improving American education. Now the public can get important educational information at anytime and from anywhere. Just like Answers.ED.gov, Mobile Answers.ED.gov is available 24/7 and has all the same features that you would find on your desktop or laptop. As the Department continues its mission to promote educational reform and foster educational excellence for all Americans, these online tools are vital to keeping the public engaged and well-informed. Use your smart phone (iPhone, Android, Palm) to access hundreds of frequently asked questions related to education. You can ask questions via Answers.ED.gov right on your phone. And, you can share answers ranging on a wide range of topics, including federal student aid, special education, reauthorization of the Elementary and Secondary Education Act, and so much more.

Ask Karen is now mobile! Ask Karen provides 24/7 virtual assistance and tips on preventing foodborne illness, safe food handling and storage, and safe preparation of meat, poultry, and egg products. Mobile Ask Karen has all the same features as Ask Karen from your desktop or laptop. You can get answers to your food safety questions while at the grocery store, farmers market, in your kitchen, or while at your barbecue grill. Using your iOS (iPhone and iPad) or Android device, you can chat live with a food safety expert on weekdays between 10 a.m. and 4 p.m. EST, and the app provides the USDA Meat and Poultry Hotline number (1-888-MPHotline) in case you want to speak to someone directly.  You can share answers to food safety questions via email from Mobile Ask Karen. Breathe2Relax is a portable stress management tool which provides detailed information on the effects of stress on the body and instructions and practice exercises to help users learn the stress management skill called diaphragmatic breathing. Breathing exercises have been documented to decrease the body’s ‘fight-or-flight’ (stress) response, and help with mood stabilization, anger control, and anxiety management. Breathe2Relax can be used as a stand-alone stress reduction tool, or can be used in tandem with clinical care directed by a healthcare worker.

The mobile app for the FY13 Budget of the U.S. Government provides mobile users with access to the text and images of the main FY13 Budget book, including the Budget Message of the President, information on the President’s priorities, and budget overviews organized by agency. Since its launch on July 23, 1999, the Chandra X-ray Observatory has been NASA's flagship mission for X-ray astronomy, taking its place in the fleet of "Great Observatories." NASA's Chandra X-ray Observatory is a telescope specially designed to detect X-ray emission from very hot regions of the Universe such as exploded stars, clusters of galaxies, and matter around black holes. Because X-rays are absorbed by Earth's atmosphere, Chandra must orbit above it, up to an altitude of 139,000 km (86,500 mi) in space. The Smithsonian's Astrophysical Observatory in Cambridge, MA, hosts the Chandra X-ray Center which operates the satellite, processes the data, and distributes it to scientists around the world for analysis. The center maintains an extensive public website about the science results and an education program.

Scientists and educators have used the Carnegie Embryo Collection, housed at the National Museum of Health and Medicine, to define normal human embryo development for decades. A database, called the Virtual Human Embryo, has been created to provide digital serial sections of human embryos from the collection. The Embryo App uses mobile telecommunication and multimedia technologies to add interactive capabilities to the digital information, enhancing our understanding of embryo development. This App is part of the National Library of Medicine’s program to fulfill the NLM’s role as a provider of medical, science and health care information using mobile technologies. The Eunice Kennedy Shriver National Institute of child Health & Human Development has provided support for two components of the imaging project. Scientists at Louisiana State University Health Sciences Center has supported the 3D-reconstruction of the collection to add visual dynamics to the images. The AIRNow iPhone application will provide an increasingly mobile public with real-time air quality information that people can use to protect their health when planning their daily activities The app will allow users to get location-specific reports on current air quality and air quality forecasts for both ozone and fine particle pollution (PM2.5). Air quality maps from the AIRNow website provide visual depictions of current and forecast air quality nationwide, and a page on air quality-related health effects explains what actions people can take to protect their health at different AQI levels, such as “code orange.”

The free FBI Child ID app provides a convenient place to electronically store photos and vital information about your child so that it’s literally right at hand if your child goes missing. You can show the pictures and provide physical identifiers such as height and weight to security or police officers on the spot. Using a special tab on the app, you can also quickly and easily e-mail the information to authorities with a few clicks. The app also includes tips on keeping children safe as well as specific guidance on what to do in those first few crucial hours after a child goes missing.

With information provided directly from the Federal Bureau of Investigation, this application includes: the  Top Ten Most Wanted,  Most Wanted Terrorists, and Missing Children. A picture and background information is provided for each individual.   The application also provides a link to submit tip information directly to the FBI. This application allows you to quickly identify Most Wanted criminals or missing children. Additionally, it provides the means to submit a tip, conveniently from your iPhone or iTouch device while you are on the go.

The Federal Communications Commission (FCC) Broadband Test application provides consumers with information about the quality and speed of their mobile data connection. Test the upload speed, download speed, and latency of your mobile broadband connection and share your results with a simple email export.

Government disaster response at the touch of a button.  Learn how to respond to disasters, keep your family safe, apply for assistance, and help others in case of floods, hurricanes, earthquakes, terrorism, or other disasters. goSmithsonian.com was designed to help travelers maximize the use of their time and enhance their experience in Washington D.C. goSmithsonian.com organizes information about the 19 Smithsonian Institution museums, the National Zoo and the downtown Washington D.C., area. Visitors can use the site to navigate the city's rich collection of museums and landmarks. Printable floor plans, maps of downtown D.C. and the surrounding area are available. Personalized itineraries and schedules can be created using our comprehensive calendar of events. Access to local and surrounding area hotels, dining and transportation is also available with the ability to book air, ground and lodging through a customized booking engine. Seasonal rates and packages are also listed.

Health Hotlines is a directory of organizations with toll-free telephone numbers. It is derived from DIRLINE, the National Library of Medicine's Directory of Information Resources Online. This database contains descriptions of almost 9,000 biomedical organizations and resources. Some of the subject areas included in Health Hotlines are AIDS, cancer and other diseases and disorders, maternal and child health, aging, substance abuse, disabilities, and mental health. Organizations fall into many categories including government agencies, information and referral centers, professional societies, support groups and voluntary associations. Health Hotlines is a community service to help the public locate health-related information. The toll-free telephone numbers in Health Hotlines were provided by the organizations. IveGot1 brings the power of EDDMapS to your iPhone. Now you can submit invasive species observations directly with your iPhone from the field. These reports are uploaded to EDDMapS and e-mailed directly to local and state verifiers for review. IveGot1 was developed by the University of Georgia Center for Invasive Species and Ecosystem Health through a cooperative agreement with the National Park Service, in cooperation with the Florida Fish and Wildlife Conservation Commission and the University of Florida Center for Aquatic and Invasive Plants. IveGot1 is more than just an iPhone app, it is an integrated invasive species reporting and outreach campaign for Florida that includes the app, a website with direct access to invasive species reporting and a hotline 1-888-IVEGOT1 for instant reports of live animals. Every year more than 85 million people visit Florida. However, people are not Florida's only visitors; Florida is also an inviting destination for invasive species that threaten to undermine the health of our environment. More than an inconvenience, invasive plants and animals can greatly alter our native landscape, adversely impact native wildlife, destroy agricultural crops and threaten our health. Invasions of exotic species cost Floridians over $500 million each year. The economic costs are small compared to the ecological ones. Florida has millions of acres of public lands; these lands furnish us the water we drink, the air we breathe and countless recreational opportunities. These public lands are highly vulnerable to invasion by exotic plant and animal species; it is estimated that more than 1.7 million acres of Florida’s natural areas have been infested by invasive species. By reporting sightings of invasive animals and plants, we can better assess the extent of the infestations and hopefully eradicate new infestations before they become huge problems such as melaleuca or Burmese pythons. The goal of IveGot1 is to make identification and reporting easy and efficient as possible. Features:

The IT Dashboard is a website enabling federal agencies, industry, the general public and other stakeholders to view details of federal information technology investments.  The purpose of the Dashboard is to provide information on the effectiveness of government IT programs and to support decisions regarding the investment and management of resources. The Dashboard is now being used by the Administration and Congress to make budget and policy decisions.  

LactMed, part of the National Library of Medicine's (NLM) Toxicology Data Network (TOXNET®), is a database of drugs and other chemicals to which breastfeeding mothers may be exposed. It includes information on the levels of such substances in breast milk and infant blood, and the possible adverse effects in the nursing infant. Suggested therapeutic alternatives are provided to those drugs where appropriate. All data are derived from the scientific literature and fully referenced. Data are organized into substance-specific records, which provide a summary of the pertinent reported information.

Leafsnap is the first in a series of electronic field guides being developed by researchers from Columbia University, the University of Maryland, and the Smithsonian Institution. This free mobile app uses visual recognition software to help identify tree species from photographs of their leaves. Leafsnap contains beautiful high-resolution images of leaves, flowers, fruit, petiole, seeds, and bark. Leafsnap currently includes the trees of the Northeast and will soon grow to include the trees of the entire continental United States.

The Mojave Desert Tortoise application is a tool for people to use when they out in the desert and happen to come across this threatened species. This solution allows the user to become better educated about the species and then share their finding with government on a voluntary basis. The application once first loaded will ask the user to complete an anonymous five question survey which those results will be shared with the Fish and Wildlife agency of the United States. Once that survey is completed the user will not see that again and will be taken to the home screen. From the home screen the user can chose to take a photo, click on additional information on the species or learn about the groups that help to develop this application. Our intent with this application is to give the user an opportunity to submit their findings of this rare species and learn interesting facts as well.

In collaboration with the Traumatic Brain Injury Clinical Standards of Care Directorate of the Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE)the National Center for Telehealth and Technology (T2) developed a smartphone Mild Traumatic Brain Injury (TBI) Pocket Guide to provide care providers with a comprehensive, quick reference that includes clinical practice guidelines for assessing and treating service members and Veterans who have sustained a mild TBI. Key features of the app include:

My Dietary Supplements (MyDS) gives you an easy way to keep track of the vitamins, minerals, herbs, and other products you take—right in the palm of your hand.  Simply enter the names and amounts of your dietary supplements, and they’ll be stored on your iPhone for your use anytime, anywhere—for example, when seeing your doctor or shopping. With MyDS, you also can email your personal list of dietary supplements to yourself or to your health care providers and print it out.  MyDS keeps your health information private and secure. The Smithsonian Institution's National Air and Space Museum maintains the largest collection of historic air and spacecraft in the world. This app allows travelers to look up Federal government per diem rates by city/state and ZIP code in locations throughout the United States and its territories. Per diem is the daily allowance for lodging (excluding taxes), meals and incidental expenses. These rates are established by the General Services Administration for destinations in the lower 48 contiguous United States, and by the U.S. Department of Defense for locations in Alaska, Hawaii and the U.S. territories. The U.S. Department of State sets rates for foreign travel locations.

PTSD Coach was designed for Veterans and military Service Members who have, or may have, Posttraumatic Stress Disorder (PTSD).  This app provides users with education about PTSD, information about professional care, a self-assessment for PTSD, opportunities to find support, and tools that can help users manage the stresses of daily life with PTSD.  Tools range from relaxation skills and positive self-talk to anger management and other common self-help strategies. Users can customize tools based on their preferences and can integrate their own contacts, photos, and music. This app can be used by people who are in treatment as well as those who are not. PTSD Coach was created by VA’s National Center for PTSD and DoD’s National Center for Telehealth & Technology.

QuitGuide is a free application that was developed by MMG, Inc. for the Tobacco Control Research Branch of the National Cancer Institute (NCI).  This guide was written by tobacco control professionals and cessation counselors with the help of ex-smokers and experts. The Recovery.gov Mobile Application provides easy access to the projects funded by the American Recovery and Reinvestment Act of 2009. "Satellite Insight" was created for the GOES-R mission (Geostationary Operational Environmental Satellite, R series), under development at Goddard Space Flight Center as a joint NASA and NOAA effort. Educational as well as entertaining, the game challenges players to keep up with the stream of data from GOES-R’s six main instruments. Colored blocks falling into columns on a grid represent small pieces of data. To save lives and protect expensive instruments, the GOES-R weather satellite must not lose any data. Users bundle like data types together by tapping to select three or more contiguous same-colored blocks, then tap on the GOES-R satellite to store the data before the grid overflows. Data blocks fall slowly at first, but arrive faster as the game continues. Each speed-up also brings a power-up tool players can use at any time to help clear the grid. They keep the game going as long as they can and try to beat their best time. The game builds awareness of this important technical resource that most people never hear about. The game instructions also include basic information about GOES-R and geostationary orbits, as well as links to The Space Place, the NASA Science Mission Directorate’s website for elementary school kids; and SciJinks, the website about weather and Earth science for middle-school kids jointly sponsored by NASA and NOAA.

T2 Mood Tracker allows users to monitor their moods on six pre-loaded scales (anxiety, stress, depression, brain injury, post-traumatic stress, general well-being). Custom scales can also be built. Users rate their moods by swiping a small bar to the left or to the right. The ratings are displayed on graphs to help users track their moods over time. Notes can be recorded to document daily events, medication changes and treatments that may be associated with mood changes, providing accurate information to help health care providers make treatment decisions.

Through repetitive practice and training, anyone can learn to gain control of your heart rate, emotions, concentration, and other physiological and Psychological responses to your body during stressful situations. The National Museum of the American Indian has in recent years undertaken an ambitious program of acquiring and exhibiting significant works by Native contemporary artists. Vantage Point presents highlights from this young but growing collection, with pieces by 25 artists working across a range of media from paintings, drawings, and photography to video projection and mixed-media installation. These complex and richly layered works speak to the concerns and experiences of Native people today and are organized around the following four themes: personal memory and identity, history and the contemporary urban experience, landscape and place, and cultural memory and persistence. WISER (Wireless Information System for Emergency Responders) is a mobile application designed to assist first responders in hazardous material incidents. First responders in general, and HAZMAT units in particular, must make many decisions quickly in handling hazardous-materials incidents. They need accurate information about the hazardous substances, the emergency resources available, and the surrounding environmental conditions to save lives and minimize the impact on the environment and physical property. The WISER application extracts content from TOXNET's Hazardous Substances Data Bank (HSDB), an authoritative, peer-reviewed information resource maintained by the National Library of Medicine, and places that information into the hands of those who need it most. Features of WISER * Rapid access to the most important information about a hazardous substance by an intelligent synopsis engine and display called “Key Info” * Intuitive, simple, logical user interface developed by working with experienced first responders * Comprehensive decision support, including guidance on immediate actions necessary to save lives and protect the environment * Access to NLM’s Hazardous Substances Data Bank (HSDB), which contains detailed peer-reviewed information on hazardous substances * User Profiles enable users to specify the role they are currently playing at the scene of an incident: first responder, HAZMAT specialist, or EMS specialist. The key information presented to the user about a substance varies depending on this role, so that the information most relevant to the respective job can be quickly accessed. * Radiological and biological substance support. * Mobile support, providing first responders critical information where they need it, when they need it.
